This was Goldin Industries No. 2 at Gulfport, Mississippi. The little loco was a 15-ton Brookville Model BCL, serial number 2646, built in July 1941 as Ingalls Shipyard NL-2 at Pascagoula, Mississippi. It was subsequently Goldin & Schwartz Scrap Co. 2 and the Goldin Industries 2.
